Victorian Sans JNL is available in both regular and oblique versions and is based on one of the numerous versions of Philadelphia Lining Gothic; originally released around 1895 by MacKellar, Smiths & Jordan.

In the days of letterpress, a lining type face had it's numerals line up with the cap height and base line of the design.  Many other designs of the time used 'old style' numerals which would extend below the base line.
